Create a Special House Committee on the Boston 2024 Olympic Games Bid

Mr. Frost of Auburn moves to amend the order by inserting a new section:-

 

Section 88.  The Massachusetts House of Representatives shall create a Special Committee of the House to study the benefits and costs associated with hosting the 2024 Summer Olympic Games in the Commonwealth. The House Committee shall consist of 19 members of the House, the Speaker of the House shall appoint 14 members of the House and the Minority Leader of the House shall appoint 5 members of the House to said special committee of the House.

 

Said Special Committee of the House shall be charged with, but not be limited to, studying the benefits and costs of the Commonwealth and municipalities to bid and host the Summer Olympic Games in 2024; seek input from communities outside Boston on the possibility of regionalizing the Olympic Games with venues throughout the Commonwealth; seek proposals to protect the local aid and transportation funding municipalities and regions throughout out the Commonwealth receive from being diverted to cover costs of hosting the Olympic Games; seek input from the City of Boston and active organizations public or private in favor of or opposed to hosting the Summer Olympic Games; seek input from federal, state and local public safety officials; and seek input from the United States Olympic Committee, the International Olympic Committee and input from other cities, organizers and Olympic organizations which have hosted a Summer or Winter Olympics in the past.

 

Said Special Committee of the House shall host at least two public hearings in Boston, and at least 5 public hearings outside Boston in which at least one shall be in Central Massachusetts and at least one in Western Massachusetts.

 

Said Special Committee of the House, at the discretion of the Speaker of the House may merge with a Special Committee of the Senate to create a Special Joint Committee on this matter or if the House and Senate agree, pass and create a Joint Committee on this matter in the Joint Rules between both Houses for the 2015/2016 legislative session.

 

Said Special Committee of the House shall report its findings and any recommendations to the Speaker of the House, the House Minority Leader, the Governor of the Commonwealth, the House Committee on Ways & Means, the Joint Committee on Tourism, Arts & Culture, the Joint Committee on Economic Development & Emerging Technologies, the Joint Committee on Public Safety, the Joint Committee on Transportation and to the Office of the House Clerk on or before the first Wednesday of December 2015.
