An Amendment to Restore Openness and Transparency to the House Chamber

Representatives Lyons of Andover and Lombardo of Billerica move to amend the order by striking out rule 2 and inserting in place thereof the following rule:-

"2. The Speaker shall preserve decorum and order in the House Chamber. While in the House Chamber, members, staff and guests shall be required to dress in proper and appropriate attire and be courteous and professional when using electronic devices. The Speaker also may speak to points of order in preference to other members; and shall decide all questions of order, subject to an appeal to the House. "
