Amendment #1058 to H3400

Funding for police training

Mr. Tucker of Salem moves that the bill be amended by striking item 8200-0200 in section 2, and inserting in place thereof the following item:

8200-0200

For the operation of veteran, reserve and in-service training programs conducted by the municipal police training committee; provided, that under no circumstances shall any expenditures authorized by this item be charged to item 8200-0222; and provided further, that no expenditures shall be made, on or after the effective date of this act, which would cause the commonwealth’s obligation for the purpose of this item to exceed the amount appropriated in this item; provided further, that the Executive Office of Public Safety and Security, in consultation with the Massachusetts Chiefs of Police Association and the Massachusetts State Police, determine the cost impact on police departments of providing advanced training for all sworn personnel in updated policing tactics and strategies, including but not limited to de-escalation, serving the mentally ill and other vulnerable populations, trust-building, building partnerships, internal and external restorative justice, fair and impartial policing, alternatives for dealing with non-serious crime, and management of mass demonstrations, as summarized in the Interim Report of the President's Task Force on 21st Century Policing, and hands-on tactical training in weapons discipline as summarized in the After Action Report for the Response to the 2013 Boston Marathon Bombings by the Massachusetts Emergency Management Agency, and provided further that the Executive Office of Public Safety shall submit its finding to the House and Senate Committees on Ways and Means no later than October 15, 2015  …………………………………………………………………………………..…… $5,937,625
