Amendment #225 to H3400

PARCC IT Cost Analysis

Representatives Orrall of Lakeville, Jones of North Reading, Hill of Ipswich, Poirier of North Attleborough, Gifford of Wareham, Frost of Auburn and Smola of Warren move to amend the bill by adding the following section:-

 

“SECTION XX. Notwithstanding any general or special law to the contrary, the commissioner of the department of elementary and secondary education, in collaboration with the secretary of administration and finance, shall analyze the commonwealth’s pilot testing of the Partnership for the Assessment of Readiness for College and Career (PARCC), and submit a report with recommendations to the house and senate committees on ways and means and the clerks of the house and senate no later than September 1, 2015. The report shall include, but not be limited to, the following: (a) the informational technology upgrade costs and hardware required, per school district, needed to give districts the ability to participate in PARCC testing; (b) the cost of professional development for educators, per school district, to ensure teachers are trained to teach the standards tested by PARCC; (c) the expected ongoing cost of supporting enhanced technology infrastructure, per school district, required for online assessments; (d) the expected date of readiness for school districts that are not currently equipped to administer such assessments in the event that online testing is implemented; provided further, that all data included in the report shall be made available on a district-by-district basis to ensure a more thorough understanding of each school district’s needs.".
