Mr. Scibak of South Hadley moves to amend the bill in Section 2, in line item 4800-0038, by adding the following language:-

"provided further, that not less than $25,000 shall be expended for the planned learning achievement for youth program in Amherst, in collaboration with the department of elementary and secondary education, through an interagency service agreement."
