Amendment #554 to H3400

Chapter 71, Charter School Assessment

Miss Garry of Dracut moves to amend the bill by adding the following section:

"SECTION_______. Notwithstanding the provisions of Chapter 71 of the General Laws, no community shall receive an annual charter school assessment greater than the local community per pupil expenditure for students who are not special education, not ELL student, and not low income student enrolled as of June 1, 2015 and every year after that. If a student transfers at anytime during the school year, a prorated assessment reimbursement shall immediately be returned to the sending community. Charter schools must hold 5% of their funds in escrow to be used to reimburse sending communities immediately.  If the funds are not needed to be refunded, the funds may be placed in the capital fund for the charter school for the following year."
