Opiate-Dependent Newborns

Representatives Malia of Boston, Fox of Boston, Campbell of Methuen, McKenna of Webster, DiZoglio of Methuen, Tosado of Springfield, Farley-Bouvier of Pittsfield, Provost of Somerville, Khan of Newton, Chan of Quincy, Madaro of Boston, Hunt of Sandwich, Dwyer of Woburn, Calter of Kingston, Stanley of Waltham, Sánchez of Boston, O'Day of West Boylston, Devers of Lawrence, Gordon of Bedford, Kafka of Stoughton, Decker of Cambridge, Cantwell of Marshfield, Fiola of Fall River, Ashe of Longmeadow and Kocot of Northampton move to amend the bill in section 2, item 1599-1450, by inserting in the line 18 after the words “the training and technical assistance program on the results of the programs, including their effectiveness, efficiency, and sustainability” the following: “provided further, that the department of public health shall provide not less than $200,000 for a statewide program to improve the care and training for newborns with neonatal abstinence syndrome at hospital-based facilities that care for mothers and newborns, including the ten level III neonatal intensive care units in the commonwealth; provided further, that the program shall encourage collaboration between medical providers, community organizations and public health agencies to educate and increase the standardization of practices while developing a robust statewide database to allow for measured improvements in care and outcomes for newborns with neonatal abstinence syndrome,  including reductions in length of stay and pharmacologic treatment.”; and in said item by striking out the figures “$600,000” and inserting in place thereof the figures “800,000”
