Amendment #820 to H3400

Workforce Training Fund

Representatives Gordon of Bedford, Ashe of Longmeadow, Cutler of Duxbury, Decker of Cambridge, Farley-Bouvier of Pittsfield, Linsky of Natick, Livingstone of Boston, Hecht of Watertown, Rogers of Cambridge, Vega of Holyoke, Scibak of South Hadley, Schmid of Westport, O'Day of West Boylston, Walsh of Framingham, Kocot of Northampton and Khan of Newton move to amend the bill by inserting after section 75, the following 3 sections:

 

SECTION 76. Said Section 14L of chapter 151A of the 2014 General Laws, is hereby amended by striking in the second sentence of subsection the following: “To the extent consistent with federal law, the commissioner shall adjust the rate of said contribution so that the total amount of said contributions in a year substantially equals $22,000,000, and shall adjust to the same extent the rate of the contribution required by section 14”

SECTION 77.  Said Section 14L of chapter 151A of the 2014 General Laws, is further amended by inserting in section (a) after the words “shall deposit the proceeds” the following – “up to the amount of $22,000,000,”

SECTION 78.  Said Section 14L of chapter 151A of the 2014 General Laws, is further amended by inserting the following section -

(c) All proceeds in excess of $22,000,000 shall be utilized for pre-employment training services focused on underemployed and unemployed residents in the Commonwealth; provided that the funds shall be administered through the Executive Office of Labor and Workforce Development, including but not limited to the Commonwealth Corporation, with a portion of the funds to be used for individual training vouchers administered to nonprofit job training providers with recognized success in providing skills training for residents,  and a portion shall be dedicated to the Workforce Competitiveness Trust Fund established by Chapter 29 Section 2WWW which may be used for workforce training strategies including but not limited to sector based training and pre-employment services; provided that job training providers shall report on trainees successful completion of the program as well as successful job placement and that the director of career services shall annually, not later than June 30, report to the secretary of administration and finance, the house and senate committees on ways and means, and the joint committee on labor and workforce development on the status of vouchers awarded under this section, including the number of eligible service providers receiving services, the number of participants placed in employment, the salary and benefits that participants receive after placement, and the cost per participant.
