Mr. Zlotnik of Gardner moves to amend the bill in SECTION 4, in Line 16, after the word "officers." by the addition of the following new language:-

"The duties of the records access officer shall be subject to appropriation by the legislature in an amount not less that fifteen cents per registered voter in municipalities possessing 25,000 registered voters of fewer."
