DCF Family Stabilization and Support

Representatives Khan of Newton, Garballey of Arlington, Vega of Holyoke, Swan of Springfield, Sannicandro of Ashland, O'Day of West Boylston, Ashe of Longmeadow, Benson of Lunenburg, Brodeur of Melrose, Decker of Cambridge, DuBois of Brockton, Dykema of Holliston, Fox of Boston, Heroux of Attleboro, Keefe of Worcester, McMurtry of Dedham and Rogers of Cambridge move to amend the bill in section 2, in item 4800-0040, in line 3, by inserting after the word "department" the following: “provided further that the department shall spend not less than $4,500,000 more in the current fiscal year than in the past fiscal year on all services, other than case management services, the department provided to keep children with their parents or to reunify children with their parents; and provided further, that not less than $1,000,000 shall be expended on a pilot program designed to improve interactions between birth parents and their children in order to promote reunification for children who are in the custody of the department and have reunification as a permanency planning goal; provided further, that any unspent balance for the pilot program in this item as of June 30 of the current fiscal year shall be re-authorized for expenditure in the next fiscal year; provided further, that the department shall include in its February 24, 2017 report required by 4800-0015, a new subsection “g” which shall require a plan describing how these funds will be expended; and in said item by striking out the figures “46,892,955” and inserting in place thereof the figures “$50,000,000”.”
