Amendment #1244 to H4200

Opiate-Dependent Newborns

Representatives Malia of Boston, Fox of Boston, Ashe of Longmeadow, Cutler of Duxbury, Fiola of Fall River, Gonzalez of Springfield, DiZoglio of Methuen, Cantwell of Marshfield, Campbell of Methuen, Heroux of Attleboro, Khan of Newton, Keefe of Worcester, Kane of Shrewsbury, Ferrante of Gloucester, Gordon of Bedford, Orrall of Lakeville, McMurtry of Dedham, Rogers of Norwood, Sannicandro of Ashland, Tosado of Springfield, Whipps Lee of Athol, Ultrino of Malden and Madaro of Boston move to amend the bill in section 2, in line item 4512-0200, by adding the following: “; provided further, that the department of public health shall provide not less than $200,000 for a statewide program to improve the care and training for newborns with neonatal abstinence syndrome at hospital-based facilities that care for mothers and newborns, including the ten level III neonatal intensive care units in the commonwealth; provided further, that the program shall encourage collaboration between medical providers, community organizations and public health agencies to educate and increase the standardization of practices while developing a robust statewide database to allow for measured improvements in care and outcomes for newborns with neonatal abstinence syndrome, including reductions in length of stay and pharmacologic treatment.”; and in said item by striking out the figures “$126,588,987” and inserting in place thereof the figures “126,788,987”.
