Amendment #263 to H4200

Nursing Facility Rates

Mr. Golden of Lowell moves to amend the bill in section 2, item 4000-0640 by adding at the end the following: -

"provided further that effective July 1, 2016 for the fiscal year ending June 30, 2017, the executive office of health and human services shall establish nursing facility rates that fully recognize the Medicaid share of the increased nursing home assessment established in section 37; provided further that not less than $90 million shall be expended to fund a rate add-on for wages, benefits and related employee costs of direct care staff of nursing homes, including certified nurse aides, housekeeping, laundry and dietary staff; provided further MassHealth shall adopt all additional regulations and procedures necessary to carry out this section, including audits, and shall report to the house and senate committees on ways and means an analysis of funds expended under this section.".
