Feasibility Study For A Pretrial Diversion Program In Middlesex County

Representatives Golden of Lowell, Nangle of Lowell and Mom of Lowell move that the bill be amended in section 2, by inserting after item 8910-0107 the following item:

The Middlesex Sheriff’s Office shall implement a feasibility study for a pretrial diversion program in Middlesex County designed to treat individuals with mental health, substance abuse and co-occurring disorders based on the Bexar County, Texas model. The study will look at the feasibility of creating a single integrated system in Middlesex County where people with mental health and substance abuse issues can be treated as an alternative to arrest and incarceration. The study shall look at staffing and programming requirements; eligibility criteria as well as propose an efficient and cost-effective plan to reduce the over-reliance on the criminal justice system……………………. $150,000.00.
