Amendment #970 to H4200

Study to determine the costs and consequences of marijuana use in Massachusetts

Representatives Kane of Shrewsbury, Cantwell of Marshfield, Cutler of Duxbury, Ferguson of Holden, Calter of Kingston, McKenna of Webster, Muratore of Plymouth, Rogers of Norwood and Gonzalez of Springfield move to amend the bill by inserting after section 2 by adding after item 4510-XXXX the following item:

“4510-XXXX: For the University of Massachusetts Amherst department of public health and health sciences to conduct a baseline study, subject to appropriation, of the existing occurrences of marijuana use in the commonwealth. The study shall examine and describe the existing levels of marijuana use and the existing programs available that prevent and address the harmful consequences of marijuana use in schools and the community; an analysis of issues around the effects of marijuana use on public safety of citizens; the economic and fiscal issues around marijuana use. The commission shall report on the findings of the baseline study and provide recommendations to the house and senate committees on ways and means and the joint committee on public health ………..$1,250,000”.
