Amendment #29 to H4397
Commission to Study Veterans and Civil Service
Ms. Dykema of Holliston moves to amend the bill by adding the following section:
"SECTION XX. There shall be a special commission to make an investigation and study of how the provisions of chapter 31 of the General Laws are being applied relative to the veterans hiring preference as defined in section 26 of chapter 31. The commission shall study issues including, but not limited to, an evaluation of the impact of section 60 of chapter 31 on veterans hiring, an examination of the application of chapter 31 as it relates to diversity hiring, and a review of veterans hiring practices in municipalities exempt from MGL chapter 31. The commission shall consist of 11 members; 2 each appointed by Speaker of the House and the Senate President, 3 appointed jointly by the chairpersons of the Joint Committee on Public service, 3 appointed jointly by the chairpersons of the Joint Committee on Veterans and Federal Affairs, 2 of whom shall be veterans, and 1 representing the Massachusetts Municipal Association. The commission shall report the results of its investigation and study and its recommendations to the Clerks of the House and Senate, one year after the passage of this bill.”
