Mr. Pacheco moves to amend the bill in section 3, by striking, in line 72, the words "the following 12" and inserting in place thereof the following:- "up to the following 13, but not less than 12".

Mr. Pacheco further moves to amend the bill in section 3, by striking, in lines 83 and 84 the words "1 of the members" and inserting in place thereof the following:- "an individual of their choosing".
