Suspending the Net Metering Caps to take Full Advantage of the ITC

Mr. Hecht of Watertown moves to amend the bill by striking out Sections 5 and 6 and inserting in place thereof the following text:

SECTION 5. Notwithstanding subsection (f) of section 139 of chapter 164 of the General Laws, the aggregate net metering caps of facilities that are not net metering facilities of a municipality or other governmental entity and the aggregate net metering caps of net metering facilities of a municipality or other governmental entity shall be suspended through December 31, 2016.
