Mr. Ross moves to amend the bill in section 1, by striking out the words “subject to appropriation and the laws and regulations relating to the employment of consultants,” in lines 23-24, and inserting in place thereof the following words:- “subject to appropriation and the approbation of the secretary, and in conjunction with the laws and regulations relating to the employment of consultants,”
