Innovation in Prescription Monitoring

Mr. Keenan moves to amend the bill by inserting the following new section:-

SECTION _. Notwithstanding any general or special law to the contrary, if the department of public health contracts with any private vendor for the advancement, improvement or expansion of the prescription drug monitoring program as described in chapter 165 of the acts of 2014, said contract or contracts shall require that software developed for this purpose shall be open-source software that allows for the development of third party end-user software and applications that improve ease of access and utilization of the prescription drug monitoring program, support integration of the prescription drug monitoring program with commonly used electronic health records software, and allow practitioners to compile and visualize data in a manner that supports the development of best practices for prescribing and dispensing of controlled substances.
