Roadside Drug Testing Study
Representatives Jones of North Reading, Hill of Ipswich, Poirier of North Attleborough, Gifford of Wareham, Frost of Auburn and Smola of Warren move to amend the bill by inserting at the end thereof the following new section:
Section XX. Notwithstanding any general or special law to the contrary, the Executive Office of Public Safety and Security (EOPSS) shall conduct a study to determine the best practices for evidence collection through the use of roadside drug testing by law enforcement officers during drug related traffic stops. The study shall include, but not be limited to, the most effective methods of roadside testing for marijuana, narcotic drugs, depressants and stimulant substances, all as defined in section one of chapter ninety-four C of the M.G.L. The study shall also determine the appropriateness, feasibility of roadside blood testing and the cost of enhanced roadside drug testing. EOPSS shall submit a report, along with any legislative recommendations, to the clerks of the house of representatives and senate, the chairs of the house and senate committees on ways and means, and the house and senate chairs of the joint committee on public safety no later than July 1, 2016.
