Mr. Donnelly moves to amend the bill by adding the following new section:-

SECTION XX. Section 20 of chapter 40B of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by inserting after the word “organizations”, in line 20, the following:-

“; provided, that any condition imposed as a result of an environmental review required by a local regulation shall not be a factor in the calculation of a financial loss or reasonable return”
