Tuition and Fee Waiver Eligibility

Mr. Tarr moves to amend the amendment moves to amend SECTION 45 by inserting at the end thereof the following:- provided, that eligibility for said tuition and fee waivers shall be limited to a United States citizen or eligible noncitizen
