Clarifying language regarding civil actions

Messrs. Brownsberger and Joyce and Ms. Gobi move to amend the amendment by striking out the word "to" in line 126 and inserting in place thereof the following words:- "the right to seek judicial review of an unfavorable decision by commencing a civil action in the"; and

by striking out, in lines 153 and 154 and in lines 190 and 191, the words "right to appeal an unfavorable decision to the superior court" and inserting in place thereof, in each instance, the following words:-"right to seek judicial review of  an unfavorable decision by commencing a civil action in the superior court".
