Board’s authority to grant a waiver for student attrition discrepancy

Messrs. Barrett and Rodrigues move to amend the bill , in section 87, by inserting, in line 1083, after the word “students”, the following:-

"; provided further that for any charter school whose average 3 year student attrition rate is higher than the sending district’s or whose student stability rate is less than the sending district’s, for students overall or for any subgroup identified by the board, if the board determines that there are circumstances that justify such discrepancy from the sending district’s rate of student attrition or stability, it may grant a waiver and issue a detailed written opinion stating the reasons for its decision”
