Effective Date

Messrs. Tarr and Ross move to amend the bill by inserting at the end thereof the following new sections:-

"Section _. This act shall not go into effect until at least 60 days after the submission of a municipal impact statement by the executive office of energy and environmental affairs in consultation with the department of environmental protection. Said municipal impact statement shall be submitted to the local government advisory committee, the division of local mandates, the department of housing and community development, and the clerks of the house and senate. Said municipal impact statement shall describe the proposed action, which emphasizes the department's best judgment of the elements which might affect local governments including but not be limited too, preliminary cost estimates.
