Messrs. Brownsberger, Ross and Joyce move to amend the bill in Section 21, by striking out, in lines 491 and 492, the words "in return for municipal affordable housing concessions"; and, in line 496 by striking out the word "shall" and inserting in place thereof the word: - "may"
