Inspection of Kennels

Messrs. Tarr and Montigny move to amend the bill by inserting at the end thereof the following new:-

Section 137C of chapter 140 is hereby amended by adding at the end thereof the following new sentence:-

For the purposes of this section the commissioner of agricultural resources shall promulgate regulations to assure humane treatment of animals which shall at a minimum include; animal health and vaccination records, records of mortality and euthanasia, documentation of sufficient food, clean water, space such that the animal can turn and stretch freely, the standards and frequency of inspections of commercial breeder kennels as defined section 136A of chapter 140.
