Fuel tracking
Messrs. Pacheco, Brady and Lewis move to amend the amendment by inserting the following sections:
SECTION __ The Department of Environmental Protection shall promulgate regulations requiring producers, importers, and wholesale distributors that sell, supply, or offer for sale transportation fuels in Massachusetts to report all Massachusetts transportation fuel sales, and the source of any fuel sold, to the Department of Environmental Protection. The regulations shall require the Department of Environmental Protection to compute and track the individual and collective lifecycle greenhouse gas emissions of all fuels, as well as the carbon intensity of each fuel, that are reported by regulated entities on an annual basis.
SECTION __ All sales, lifecycle greenhouse gas emissions, and carbon intensity data collected or computed by the Department of Environmental Protection pursuant to the regulations required by Section __ shall be published by the Department in an annual report that is available to the public.
SECTION __ The regulations required by Section __ shall be promulgated within 180 days of passage of this Act, and must take effect within 180 days of promulgation.
