Access to Affordable Renewable Energy

Messrs. Montigny and Pacheco move to amend the amendment by inserting after the last sentence, in line 170, the following words:- "The department of energy resources shall give preference to proposals that demonstrate a benefit to low-income ratepayers in Massachusetts, without adding cost to the project."; and

by striking the last sentence in subsection (d) of section 83D and inserting in place thereof the following:- "The department of energy resources shall give preference to proposals that include both hydroelectric generation and new Class 1 eligible resources; give preference to proposals that include firm service; and give preference to proposals that demonstrate a benefit to low-income ratepayers in Massachusetts, without adding cost to the project."
