Costs to Institutions of Higher Education

Mr. Rush moves to amend the bill by adding a new section at the end thereof :-

Section XX.   Costs associated with administering this program and support services provided to students shall not be borne by the institutions of higher education.  provided further, all costs associated with administering the program and support services for individuals shall be subject to appropriation or reimbursement.
