Clarifying access for students aged 18-22

Ms. L'Italien moves to amend the bill by striking, in line 76, the word “may” and inserting in place thereof the following words:- “shall be allowed to” and by inserting, in line 82, after the word “program” the following words:- “and provide a free and appropriate public education”
