Mr. Joyce moves to amend the amendment by inserting at the end thereof the following new section:

Section _.  Section 21(a)2 of Chapter 30A is hereby amended by inserting after the words "To conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel" the following: , which may include discussion of professional competence
