Reducing the Cost of College Textbooks

Messrs. Lesser and O'Connor moved that the proposed new text be amended by inserting after section X, the following section:-

“SECTION XX. Notwithstanding any general or special law to the contrary, the Department of Higher Education is hereby authorized and directed to establish suggested guidelines and protocols in accordance with U.S. Dept. of Education Regulation 34 CFR 668.164(c)(2) to encourage and assist college and universities with the implementation of programs which reduce the cost of textbooks and other educational materials.”
