Community Development Block Grants

Mr. Joyce moved that the proposed new text be amended by inserting the following new section:

“SECTION XX.  Notwithstanding any general or special law to the contrary, in administering the federal Community Development Block Grant program the state shall, to the extent possible, distribute funds to communities where the population exceeds 30,000 residents and where fifty percent or more of the community’s public school students are eligible for free or reduced lunch under the eligibility guidelines promulgated by the federal government under 42 U.S.C. 1758.”
