Mr. Tarr moves to amend the order in rule 4 in the second paragraph by striking the following "2 committee members present at the committee meeting" in the first sentence and inserting in place thereof the following:-"2 committee members or the number of minority committee members of the appropriate branch present at the committee meeting"
