Time to consider committee polls

Mr. Ross moves to amend the order in Rule 1D by inserting after the words "as needed" the following sentences:-

"All standing committees must provide committee members a minimum of 4 hours, or whenever practicable, to review committee polls prior to submitting their vote. This portion of the rule may be suspended by a majority vote by the members of the standing committee on a recorded yay and nay."
