Solitary Confinement Reports

Mr. Markey of Dartmouth moves to amend the bill in section 2, in item 8900-0001, by adding the following: "; provided further, that the department shall use a portion of the appropriated funds to prepare and  make available to the public two reports on the use of solitary confinement, also known as “segregation,” in state prisons, one report to cover the period from July 1, 2017 to December 31, 2017 and one report to cover the period from January 1, 2018 and June 30, 2018, which reports shall include but shall not be limited to: the number of prisoners in solitary confinement, the length of time spent in solitary confinement, the number of prisoners with serious mental illness who are in solitary confinement; the number of prisoners 21 years or younger in solitary confinement, the number of suicides of prisoners in solitary confinement; instances of force used by department personnel against prisoners in solitary confinement, the number of prisoners released directly from solitary confinement to the community and the racial composition of prisoners subject to solitary confinement"
