Feasibility Study of Diaper Benefit for Low-income Families
Representatives Pignatelli of Lenox, Ferrante of Gloucester, Khan of Newton, Cariddi of North Adams, Ashe of Longmeadow, Decker of Cambridge, Farley-Bouvier of Pittsfield, Garballey of Arlington, Goldstein-Rose of Amherst, O'Connell of Taunton and Whipps of Athol move to amend the bill by adding the following section:
"Section XX. The department of public health shall conduct an investigation and study of the feasibility and benefits of providing a diaper benefit to low-income infants and children under the age of 2 years old. The department shall evaluate, at a minimum: (i) the cost to provide a monthly benefit to each infant and child under the age of 2 years old participating in the WIC program pursuant to chapter 111I of the General Laws; (ii) the cost to provide a month’s supply of diapers directly to the parents or guardians of such infants and children; (iii) the number of children who would receive such benefit; and (iv) the most efficient and least expensive method of administering the benefit. The department shall make recommendations and shall submit its findings to the joint committee on children, families and persons with disabilities and to the house and senate committees on ways and means not later than December 31, 2018."
