State Scholarship Account

Mr. Donahue of Worcester moves to amend the bill in section 2 by striking out item 7070-0065 and inserting in place thereof the following item: "7070-0065 For a scholarship program to provide financial assistance to Massachusetts students enrolled in and pursuing a program of higher education in any approved public college or university; provided, that funds from this item may be expended on the administration of the scholarship program; provided further, that the commissioner of higher education, in coordination with the Massachusetts state scholarship office, shall adopt guidelines governing the eligibility and the awarding of financial assistance; provided further, that the Massachusetts state scholarship office shall expend not less than $16,000,000 to provide for matching scholarship grants to needy Massachusetts students at participating Massachusetts independent regionally accredited colleges, universities, and schools of nursing shall be expended for the program in fiscal year 2017; and provided further, that funds from this item shall be made available for early educator scholarships in an amount not less than the amount made available in fiscal year 2017………………….$96,599,324”
