Amendment #268 to H3600

Establishing a Uniform Civil Service Law Across the Commonwealth

Representatives Jones of North Reading, Hill of Ipswich, Poirier of North Attleborough, Gifford of Wareham, Frost of Auburn and Smola of Warren move to amend the bill by adding the following new sections:-

"SECTION 1. Chapter 31 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by inserting the following new section:

Section XX. The Commission on Civil Service shall require a uniform law across the Commonwealth pertaining to civil service and veterans’ preference. Under this section, cities and towns may not be exempt from provisions of the civil service law as established in this chapter.

SECTION 2. Section 53 of chapter 31 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by striking out, in line 3, the words “if the school committee of such district votes to accept the applicability of said law and rules to said positions”.

SECTION 3. Section 53 of chapter 31 of the General Laws, as appearing in the 2014 Official Edition, is hereby further amended by striking out in lines 6-55, subsection (b).

SECTION 4. Section 54 of said chapter 31 is hereby repealed.

SECTION 5. Section 55 of said chapter 31 is hereby repealed.

SECTION 6. Section 56 of chapter 31 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by striking out, in lines 102-104, the words “, acting other than in accordance with the provisions of clause (b) of section fifty-three, accepts the applicability of the civil service law and rules”, and inserting in place thereof the following:

“maintains the civil service law and rules”.

SECTION 6. The provisions of all preceding sections shall go into effect on January 1, 2018.".
