Performance Management Set Aside

Mr. Garballey of Arlington moves to amend the bill in section 2, by striking out item 7066-0025, and inserting in place thereof the following:- “For the Performance Management Innovation Incentive set aside, provided that funds may be distributed by the commissioner of higher education to the public community colleges, state universities, and the University of Massachusetts through a competitive grant process based on priorities determined by the department of higher education in pursuit of promoting a more integrated system of public higher education, creating  better alignment with the pre-K 12 and workforce sectors and elevating the performance of public higher education in the commonwealth with a focus on increasing college-going, retention, and completion rates for underserved, at-risk Massachusetts students; provided further, that the department of higher education shall file a report with the house and senate committees on ways and means no later than January 26, 2018, detailing campuses receiving funds through this item and the criteria used to award funds; and provided further, that for the purposes of this item, appropriated funds may be expended for programs or activities through August 31, 2018……… $4,500,000”.
