Amendment #665 to H3600

Drug Detection

Mr. Naughton of Clinton moves to amend the bill, in section 2, by inserting after item 8000-0070 the following item:-

“8000-0080 For a competitive grant program to be administered by the executive office of public safety and security; provided that the executive office of public safety and security shall solicit grant proposals from law enforcement agencies for the purchase of hand-held instruments that use Raman spectroscopy to analyze and identify  narcotics such as opioids as well as other suspected drugs of abuse in the field at the point of seizure; provided further that these hand-held instruments will be used to increase public safety and law enforcement safety, as well as reduce the backlog at the state crime lab; and provided further, that not later than March 1, 2018 the executive office of public safety and security shall submit a report to the house and senate committees on ways and means detailing the amount of grants awarded to grant recipients and descriptions of these grants………………………………………………………..$1,000,000”.
