Amendment #748 to H3600
Race Horse Development Fund Commission II
Representatives Jones of North Reading and Poirier of North Attleborough move to amend the bill by adding the following section:-
“SECTION XX. There shall be a race horse development fund commission established to study the status and economic impact of horse racing in the commonwealth. The study shall include but be not limited to the race horse development fund, established by chapter 23K of the general laws, and its importance to gaming in the commonwealth and whether such allocated funds should continue to be distributed to the fund going forward.
The commission shall consist of 11 members, including 1 member of the Massachusetts Gaming Commission, who shall serve as chair; the secretary of administration and finance, who shall serve as co-chair; 4 persons to be appointed by the governor, 2 of whom shall be representative of gaming in the commonwealth, and 1 of whom shall be representative of horse racing activities, and 1 of whom shall be representative of the standardbred breeders and horsemen; 1 member of the New England Horsemen's Benevolent and Protective Association; 1 member who shall be the senate president or their designee; 1 member who shall be the speaker of the house of representatives or their designee; 1 member who shall be the senate minority leader or their designee; and 1 member who shall be the house minority leader or their designee.
The commission shall file a report of its findings and recommendations, together with drafts of legislation necessary to carry those recommendations into effect, with the clerks of the senate and house of representatives not later than January 1, 2018.”
