Andover Special Education One-Time Funding, Circuit Breaker or Foundation Reserve

Representatives Moran of Lawrence and Matias of Lawrence move to amend the bill in section 2, in item 7061-0012, by adding the following: “provided further, that not less than $800,000 shall be expended on provision of extraordinary  relief  to  school districts  whose special education costs exceed 25 per cent of the total district costs and whose tuition and other circuit-breaker eligible costs for placements at an approved private school located within the district exceed both $1,000,000 and 15 per cent of all tuition and other circuit-breaker eligible costs for placements at approved private schools; provided further, that funds distributed from this item shall not be considered prior year aid nor shall the funds be used in the calculation of the minimum required local contribution for fiscal year 2018; and provided further, that  the department shall make not less than 80 percent of the funds available for awards on or before October 15, 2017”.
