Mr. Dempsey of Haverhill and others move to amend H.3600 in section 2, in item 1410-0010, by inserting after the words “department of veterans’ services” the following words: - ; provided further, that not less than $150,000 shall be allocated for Heidrea for Heroes; and provided further, that not less than $85,000 shall be expended for the NEADS Assistance Dogs for Veterans program to train assistance dogs for veterans

And further amend said item by striking out the figure “$3,294,629” and inserting in place thereof the figure: - $3,529,629;

And further amend said section 2, in item 1410-0012, by inserting after the words “agent orange and the families of such veterans;” the following words: - provided, that not less than $50,000 shall be expended for the Fall River Veterans Center;  provided further, that not less than $30,000 shall be expended for the veterans oral history project; provided further, that not less than $50,000 shall be expended to the Cape & Islands Veterans Outreach Center for the purpose of the Grace Veterans Program; provided further, that not less than $100,000 shall be expended for the Veterans Northeast Outreach Center in Haverhill; provided further, that not less than $124,000 shall be expended for the operation of the Montachusett Veterans Outreach Center women’s housing program; provided further, that not less than $200,000 shall be expended for Nathan Hale Outreach Centers; provided further, that not less than $50,000 shall be expended for New England Veterans Liberty House; provided further, that not less than $500,000  shall be expended to Home Base, for education and training in veterans' mental and behavioral health issues, including suicide prevention and substance misuse and treatment; and provided further, that not less than $100,000 shall be expended for the Springfield chapter of NABVET’s Veteran’s First Outreach Center to provide outreach services to veterans in Hampden county.

And further amend said item by striking out the figure “$2,902,641” and inserting in place thereof the figure: - $4,106,641;

And further amend said section 2, in item 1410-0075, by striking out the figure “$125,000” and inserting in place thereof the figure: - $250,000;

And further amend said section 2, in item 1410-0250, by inserting after the words “in fiscal year 2017” the following words: - ; and provided further, that not less than $30,000 shall be expended for transitional services at Our Neighbor’s Table in the city of Amesbury”;

And further amend said item by striking out the figure “$3,202,655” and inserting in place thereof the figure: - $3,232,655;

And further amend said section 2, in item 1410-1616, by inserting after the words “war memorials” the following words: - ; provided further, that not less than $10,000 shall be expended for the Korean War Memorial in Charlestown’s Navy Yard;

And further amend said item by striking out the figure “$100,000” and inserting in place thereof the figure: - $110,000;

And further amend said section 2, in item 4401-1000 by adding after the words “employment services program” the following words:- ; provided that not less than $75,000 shall be expended for Ascentria Care Alliance to provide transportation to low-income families through their Good News Garage Ready to Go Service.”

And further amend said item by striking out the figure “$13,598,659” and inserting in place thereof the figure: - $13,673,659

And further amend said section 2, in item 4800-0038 by adding at the end thereof the following words:- provided further that programs in substantial regulatory and contractual compliance shall receive no less than the same level of funding in fiscal year 2018 as received in fiscal year 2017; provided further, that not less than $140,000 shall be expended for the Suffolk County Children’s Advocacy Center; provided further, that not less than $3,000 shall be expended on Groundwork Lawrence; provided further, that not less than $25,000 shall be expended on the Methuen Athletic Improvement Committee’s Methuen Youth Center Committee;  provided further, that not less than $75,000 shall be expended on the Weymouth Teen Center; provided further, that not less than $300,000 shall be expended on the Children’s Advocacy Center of Bristol County; provided further, that not less than $50,000 shall be expended for Rick’s Place of Wilbraham;  provided further, that not less than $50,000 shall be expended on the planned learning achievement for youth program in Amherst; provided further, that not less than $100,000 shall be expended for Treehouse Foundation of Easthampton; and provided further, that not less than $25,000 shall be expended on the North Andover Youth Center;

And further amend said item by striking out the figure “$292,138,782” and inserting in place thereof the following figure:- $292,423,782

 

And move to further amend the bill by inserting, after section 55 of the bill, the following section:-

 

SECTION 55A.  Section 16 of chapter 130 of the acts of 2005 is hereby amended by striking out the first three paragraphs and inserting in place thereof the following three paragraphs:-

 

Upon application, as provided in this section, there shall be allowed and paid out of the treasury of the commonwealth, without appropriation, to each person who served in the armed forces of the United States in active service as part of Operation Enduring Freedom, Operation Iraqi Freedom, Operation Noble Eagle, Operation Inherent Resolve, Operation Freedom Sentinel, or any successor or related operation; provided, that such funds shall only be distributed to such an applicant if the person was discharged or released under honorable conditions for such service and if the person resided in the commonwealth for a period of not less than 6 months before entering into the armed forces.

 

(1)  $1,000 to each such veteran who performed active service outside of the continental limits of the United States for which the veteran qualified for hostile fire or imminent danger pay as determined by the United States Department of Defense.

 

(2)  $500 to each such veteran who performed active duty within the continental limits of the United States or outside the continental limits of the United States but did not qualify for hostile fire or imminent danger pay as determined by the United States Department of Defense for a period of 6 months or more.
