Student Waiver
Representatives Cabral of New Bedford, Atkins of Concord and DuBois of Brockton move to amend the bill by striking out sections 8 through 10 and inserting in place thereof the following section: “SECTION 8. A school district may request a district waiver from the department to offer one or more alternate instructional programs for English learners, which for the purposes of this chapter, shall include but shall not be limited to, classes teaching English and other subjects through bilingual education techniques or other generally-recognized educational methodologies. A child’s parent or legal guardian may request placement in sheltered English immersion or another alternative language acquisition program. A school may also place a child in an appropriate program based on demonstrated need or past academic records, with approval of the child’s parent or legal guardian.”.
