An act related to hayrides

The committee on Rules recommends that the bill be amended “Whereas, The deferred operation of this act would tend to defeat its purpose, which is to permit forthwith certain exempted persons to occupy a trailer or semi-trailer in motion upon any way, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.”; and by inserting before the enacting clause the following emergency preamble:

"Whereas, The deferred operation of this act would tend to defeat its purpose, which is to permit forthwith certain exempted persons to occupy a trailer or semi-trailer in motion upon any way, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience."
