Data Driven Analysis for Short Term Rentals

Ms. Meschino of Hull moves to amend the bill by striking out section 1 and inserting in place thereof the following section:

11. Shall establish and maintain the short-term rental registry, a database of information maintained by the department that includes information regarding Hosts and the residential units that are offered for short-term rental use. The commissioner may charge a reasonable fee for such registration.

The registry shall be available for public review to the extent required by the law, except that, to the extent permitted by the law, the department shall redact any individual names and any other identifying information from the records available for public review.

12.  Shall require all Hosting Platforms and Hosts, as defined in section 1 of chapter 64O, to the department, no less than every six months, a report, in an electronic and machine-readable form approved by the commissioner that contains, at a minimum, the following information about each individual short-term residential rental listed during the reporting period:

a.The street address and unit number,if applicable, of the dwelling unit;

b.The host type;

c.Whether the residential rental provides exclusive use of an entire dwelling unit or is for a room or rooms in an otherwise occupied unit;

d.The total number of days that each short-term residential unit was rented to occupants;

e.The total number of available days that the short-term residential unit was vacant or not rented;

f.The aggregate rent paid by all occupants during the reporting period; and

g.The total amount of tax paid by the intermediary to the city during the applicable reporting period.

The commissioner shall also make available to a regional planning agency, municipality, or other public agency requesting such information, any data set forth in this section utilizing such practices as are necessary to prevent the public disclosure of personal information regarding short-term rental providers. The commissioner shall annually publish summary statistics at the zip code or census tract level.
