Amendment #1108 to H4400

State Offices Relocation Commission

Mr. Frost of Auburn moves to amend the bill by inserting the following section: 

"SECTION XXXX. Notwithstanding any general or special law to the contrary, there shall be established a special commission to study and report on the feasibility and potential cost savings of relocating Massachusetts State Agency offices in Boston to areas of the Commonwealth that command lower rental prices. The commission’s report shall include, but not be limited to, the aggregate amount of rent paid by State offices located in Boston for fiscal years 2015, 2016 and 2017; the average monthly rent paid by State offices located in Boston for fiscal year 2017; potential areas of the Commonwealth where relocation is possible; and potential cost savings associated with relocation to identified areas.

The commission shall consist of the governor or a designee; the treasurer of the commonwealth or a designee; the auditor of the commonwealth or a designee; the commissioner of the division of capital asset management and maintenance or a designee; the speaker of the house of representatives or a designee; the minority leader of the house of representatives or a designee; the senate president or a designee; the minority leader of the senate or a designee; one member designated by the Pioneer Institute; an expert in the field of commercial real estate, to be designated by the governor; and one member designated by the Massachusetts Taxpayers Foundation.

The commission shall submit its report and findings to the house and senate committees on ways and means, the joint committee on state administration and regulatory oversight, and the clerks of the house of representatives and the senate within one year of passage of this act."
