Improving Literacy in Youth

Mr. Day of Stoneham moves to amend the bill in section 2, in item 7010-0020 by adding the following: “; provided further, that for the establishment of a competitive grant program to support elementary and middle schools in improving literacy and other instruction by moving towards small group, differentiated instruction, using formative assessments, and administering an entrance screening at kindergarten or when a student is otherwise enrolled for the first time in a Massachusetts public school, the district shall match every $2 of state money with $1 of local funds; provided further that grants shall be used for school transformation including but not limited to professional development, external partners, educator common planning time, education materials, books and software, and that not less than $1,500,000 is to be administered through a competitive process by Bay State Reading Institute and not less than $1,500,000 is to be administered through a competitive process by the Department of Elementary and Secondary Education, and funds under this line item shall survive the expiration of the fiscal year;” and, further, in said item by striking out the figures "$339,500” and inserting in place thereof the figures "$3,339,500.”
